MT. ZION MAN CHARGED WITH 143 EXPLOSIVE DEVICES -Boatright Facing 143 Felony Counts, Arrest Comes After Search Warrant

3/17/2018 By Bob Weaver Calhoun Sheriff Jeff Starcher says a Mt. Zion man has been arrested and charged for the possession of 143 illegal explosive devices on March 16. Ricky D. Boatright, 51, is facing 143 felony counts for each destructive device, including 52 electrical blasting caps, about 90 non-electric explosive caps, a 6" homemade "M-80 Hobbie," and about 50 feet of timed fuse for non-electric caps, according to the criminal complaint. Possession of such explosives under WV Code is narrowed to licensed dealers. Boatright is facing 143 felony charges, each charge with a penalty of not less than one year nor more than 10 years in jail, and fined not more than $5,000 per charge. Police did not give a motive for Boatright's possession of the explosives devices. Sheriff Starcher said authorities obtained a search warrant for Boatright's residence located a short distance from the WV Department of Highways, Route 16. Sheriff Starcher said, "It is yet to be determined if further charges will be filed in the case." In Wood County, December, 2017, Boatright was arraigned on felony charges of possession of a stolen vehicle and possession with intent to distribute (second offense) and was released on a $30,000 bond. Boatright posted a $10,000 cash bond, 10% of the $100,000 bond set by Magistrate Lora Davis, preventing his incarceration, and was released.
