West Virginia is one of very few states that does not have safety regulations on ATVs.
The legislature, for the eighth year, will broach the issue again, since ATVs continue to kill and injure state residents, possibly the worst record in the US.
This year lawmakers are splitting the bill, one directed toward safety regulations for child riders and the other toward banning the ATVs from all paved roads.
Manufacturers say ATVs are unsafe on paved roads, and were never intended to be ridden on open highways.
Other issues concerning ATV owners are laws which they consider violate property owners rights, including allowing law enforcement on private property based on probable cause.
Part of the new measure is to restrict travel on paved roads, in some fashion.
