BUSH EDUCATION PROGRAM NOT FUNDED - Mandates Leave West Virginia Scrambling

Within five years, every state must comply with the Bush administration's "No Child Left Behind" initiative.

State School Superintendent Dr. David Stewart says unless the "No Child Left Behind" law gets some funding, West Virginia is in for a tough time. He says the state won't have the cash to pay for dozens of unfunded mandates.

Stewart said the state school system is already working on a really tight budget. West Virginia isn't alone. Other states are in the same shape.

The "No Child Left Behind" aims for every child, whether they live in an urban area or rural area of the country, to have access to equal education.

The National Education Association has filed a lawsuit against the federal government over the mandates. They claim students shouldn't have to comply with the "No Child Left Behind" law if the feds insist on unfunded mandates.
