The ad hoc committee to operate and maintain Wayne Underwood Field is still on
track.
The Calhoun Commission has accepted the resignation of at least one member of
the committee, although others may have decided to exclude themselves from the
group.
Chairperson Jason Nettles and Kelley Houchin, a committee member, discussed
issues, communication problems and committee member's concerns at Monday's
meeting.
The Commission passed a resolution introduced by Commissioner McCallister defining
the committee's responsibilities, which include scheduling, fund raising,
maintenance and improvements.
"This committee will be in charge of the field," McCallister said.
The Commission would be consulted regarding property changes.
Committee member Kelley Houchin took exception to information in news reports,
saying the Wood Festival was never excluded from the use of the field. Houchin said she was concerned other members of the committee were not consulted for a news story regarding problems with the committee.
Commission President Bob Weaver told the committee the Commission
appreciates their volunteerism and help with the field.
He said activities would be included under the county liability insurance policy.
The use of the field for county-wide recreational and community purposes, a
stipulation in the transfer of the property from the Board of Education to the Calhoun
Commission.
Commissioner Rick Sampson said his concern remains regarding use of the field for
multiple recreational and community purposes.
Other Commission business:
Magistrate Rick Postalwait advised the Commission the local magistrates offices
had collected $19,210 in fines and costs that went back for several years.
Postalwait said the Commission would receive about 40% of the collections.
The Commission has been able to keep the Regional Jail Bill paid down, the first
time in many years. At one time the bill exceeded $100,000.
Additional resolutions were approved regarding the completion of the Yellow
Creek/Back Fork water project, which is expected to be placed for bid this
summer.
The Route 16 south toward the Clay County line and the Millstone-Russett water
project is on the board for increasing access to public water in the county.
The Mid-Ohio Valley Health Department was budgeted $1000. Board member Bill
Shock said current sanitarian Marlan Zwoll will soon be assigned to Roane County,
and a new sanitarian is being hired for Calhoun. Steve Bayer, an executive with the
MOVHD in Parkersburg, spoke about the need to identify West Nile Virus in the
county by submitting dead birds for testing.
The Commission appointed Larry McCallister and Diane Ludwig to be on the
Blue-Grey highway development committee.
Steve Whited was appointed to the 911 board, filling a vacancy.
The Commission advised the Calhoun County Parks and Recreation Board to move
ahead with a project to replace the roof on the park barn, using Budget Digest funds,
a $10,000 limit.
Colin Kelley submitted the only bid for an old ambulance for $200.
911 Director Barry Pitts advised the Commission a radio evaluation of a proposed
site for an emergency services building will be done shortly. The Commission
notified West Virginia 911 the county desires to participate in their mapping and
addressing program. Pitts asked the Commission to consider raising the hourly wage
for part-time 911 dispatchers.
The Commission discussed the possibility of improving the county-wide radio
communications system.
The Commission approved budget revisions, reviewed the Budget Control Report and
approved bonds, bills, wills, erroneous tax assessments, orders and settlements.
