Wood County Judge George Hill says DuPont must pay for blood tests of residents concerned about their exposure to a chemical they have used to make Teflon and other products for 50 years.
Residents can voluntarily seek the test. Thousands could seek to find out whether they have been affected.
Several cases have been filed against DuPont involving an unregulated chemical referred to as C-Eight.
Lubeck and Washington area residents sued DuPont in August 2001, claiming the company's Washington Works plant had released C-Eight and the chemical had contaminated drinking water supplies.
C-Eight has come under increasing scrutiny in recent years. The US Environmental Protection Agency has released a draft report that says children and women of childbearing age are more susceptible.
DuPont officials have denied the EPA study, saying the chemical is not known to cause health problems in humans.
