| Clay County authorities arrested Hayley Nicole Hawkins, 28, charging her with child neglect with risk of injury.
Also arrested in Clay County was Charles Richard Schoonover, 36, charged with obstructing an officer and battery on an officer.
William Ray Justice, 44, was incarcerated on a capias warrant, from Braxton County.
All are in Central Regional Jail. |
