HOG TIED - According to the criminal complaint, an officer was dispatched to the parking area of Camp 70 Rd. in Davis, W.Va. on June 7th. The victim, Brian Perkins, said that he had been detained with rope at gunpoint by suspects later identified as David Stover and Arthur Ashton.

Perkins said that while he was walking out of a trail to the parking area, Stover approached him pointing a pistol at him and telling him to get down on the ground. While Perkins was on the ground, Stover kicked and punched him multiple times before Stover told Ashton to tie Perkin’s wrists and feet together with rope.

While speaking with Perkins, the officers observed a piece of rope still tied to his ankle, marks on his wrist that were consistent with being tied up and a wound on the right side of his face below the ear with visible blood.

A state trooper had arrived on the scene before the officer and observed Perkins “hogtied” on the ground next to Ashton’s Jeep and cut him loose. They also observed a pistol laying on the driver seat of the Jeep.

A witness told law enforcement that Stover had come up to his vehicle and asked if he had seen a person matching Perkins description, saying Perkins had stolen from him.

Stover was placed under arrest and transported to Tygart Valley Regional Jail to await arraignment.
