| Clay County authorities charged Scott Dewayne Barker, 54, with 3rd offense DUI Friday.
Barker is also charged with reckless driving, driving revoked DUI, expired MVI, expired registration and no insurance.
He is in Central Regional Jail with bond set at $59,000.
Jack William Conner, 43, has been arrested by Braxton authorities and charged with domestic assault and battery.
