The victim is mentally challenged, police saying he was intoxicated at the time and not sure where the incident occurred.
"He didn't know if it was the Drug Emporium or underneath the [Patrick Street] Bridge [or the] Liquor Mart," said Lt. C.E. Sisson of Charleston Police Department.
Police have a surveillance video of the two men together, Sisson said.
"[The victim] knows who [the suspect] is and he is known to the Charleston Police Department as well," Sisson said.

HARRISON CO. STABBING - A 21-year-old Mount Clare man has been arrested after police say he slashed a man with a knife at a home in Clarksburg.
Police said Randy Clark was outside of a home on Sycamore Street around 6:30 p.m. when he became angry and told another man he was going to cut people.
Clark supposedly walked into the house, put a knife to one man's throat before walking up to another man who was laying down. Police said that's when he cut the man's cheek, chest and forearm.
Clark is charged with malicious wounding and is in jail on a $25,000 bond.
