Charleston, W.Va. - The head of West Virginia's public utility watchdog agency called Frontier Communications' service quality "abysmal" Tuesday, even though the company recently made significant investments to upgrade its landline network.
Since January, Frontier has spent $24.7 million to improve equipment and facilities across the state, the company reported to the state Public Service Commission this week.
