West Virginia University says job growth should commence in 2010 in the Mountain State.
But that forecast is linked to sluggish growth, about 0.7 percent a year through 2014.
At that rate, WVU says it'll be four years before employment gets back to 2008 levels.
West Virginia, compared to other states, has lagged behind the nation for years in income, and remains one of the most economically depressed states in "good times."
