More than 3,000 steel workers will be laid off when Severstal International completes scheduling for their Wheeling and Warren, Ohio plants.
Severstal maintains the layoffs are temporary.
Still, Severstal issued Worker Adjustment and Retraining Notification (WARN) Notices to local officials as required by law.
The WARN Notices reflect an anticipated long term idling of the plants.
"Sometimes you just wonder where is it going to end " said Brooke County Commissioner Bernard Kazienko.
