It was discovered that West Virginia's Regional Jail Authority has a surplus of $41.7 million, but by statute the agency is only supposed to have $19 million in reserve.
West Virginia counties have asked the authority for a refund on their jail bills with the almost $23 million.
Never mind the authority broke the law, they're not giving any refunds, saying such a move would require them to raise the jail bills even higher.
Patti Hamilton, speaking for the counties, says the surplus came from county taxpayers across the state and the recent discussion pointed out the authority shouldn't have that much money in reserve.
