WV COUNTIES COULD GET REFUND FROM JAIL AUTHORITIES WHO COLLECTED EXCESS FUNDS

(04/04/2009)
A bill advancing in the West Virginia Legislature could reap $11.4 million for counties that have complained about inmate jail fees.

The Department of Corrections have collected several million dollars in excess funds, which is apparently a violation of state code.

The House Finance Committee endorsed a Senate-passed bill yesterday that would require the state's jail agency to return several million dollars of excess funds to WV counties.

The Regional Jail and Correctional Facility Authority is now threatening to increase the per diem rate for housing prisoners.

Several West Virginia counties have balked at the authorities expenses. some claiming the cost of housing inmates is about to bankrupt them.

Some counties remain behind in payments.

Calhoun's regional jail expenses have leveled out, partially related to the use of home confinement.

At one time, Calhoun was over $200,000 behind in their jail bill, but county commissioners managed to pay the overdue bill down.
