West Virginia University consultants appear baffled why the university awarded 118 degrees between 1998 and 2007 when students lacked the required credit hours.
Consultants released a report Monday saying records no longer exist to prove or disprove how the degrees were earned.
Fourteen of the degrees were executive master's of business administration degrees, like the degree retroactively awarded to Gov. Joe Manchin's daughter in 2007.
That scandal caused the president of WVU to resign.
Beyond the 14 issued, the rest were undergraduate degrees.
The American Association of Collegiate Registrars and Admissions Officers reported no pattern of malfeasance or favoritism, just sub-par record-keeping.
WVU officials say they've taken steps to see the problem does not happen again.
