The Calhoun Commission placed $32,000 in a contingency fund, money not budgeted in a carry-over which was about $132,000. Commissioners Sampson, Helmick and Weaver hope to keep the money for "rainy day" expenses.
County Clerk Richard Kirby said "This is the best year we've had in a long time managing the budget."
The commission approved the placement of the Emergency Services Levy on the November ballot, a levy that helps finance the county's ambulance service, fire departments and other services, requiring renewal every five years.
The levy rate will not increase.
The commission approved revised changes required in the county's flood plain ordinance, the changes are scheduled to take effect in 90 days.
The commission held a hearing at the bequest of Bernard King regarding a decision made by fiduciary Kevin Postalwait, relating to the disposition of funds from the Billy King estate at Letherbark. Several members of the family spoke at the hearing.
The commission sustained the decision of Postalwait, agreeing with Bernard King's attorney Rocky Holmes that the issue needs to be settled in circuit court.
There was a discussion that county employee's who work over 20 hours a week are entitled to state retirement benefits. A decision regarding the issue will be sought from the Prosecuting Attorney.
The low-bid for the county's liability insurance policy was re-newed with the present carrier at $32,329 annually. The commission has reduced the cost of the policy from about $80,000 annually.
Sarah Tingler was approved to replace a member of the CCEMS Board. Kathy Wood, Calhoun OES Director, was placed on the E-911 Advisory Council.
The commission is looking for a candidate to serve on the county's building commission.
Tim Meeks with the Mid-Ohio Valley Regional Council, held a public hearing regarding the installation of an elevator in the courthouse, the commission voted to submit the project in an effort to obtain a Small Cities Block grant.
The commission has attempted to put funding together for an elevator for several years, the project costs have gone from about $125,000 to $558,000.
The commission approved a request by the Calhoun Sheriff to hire J. D. Nicholson as a temporary process server.

Commissioner Helmick gave a report on CRI, saying the organization is continuing to work on its debt problems and improving services.
County E-911 Director Gary Buchanan said E-911 addressing is ahead of schedule, with most of it being submitted to the state for approval.
OES Director Kathy Wood is organizing a National Incident Management System (NIMS) training and test taking session for elected officials and emergency service personnel. She recently attended a workshop on Pandemic Flu Preparation.
Commissioners expressed appreciation to the Wood Festival Committee for "an outstanding festival."
