Sen. Jay Rockefeller (D-WV) has criticized the mining industry for tripling the number of federal safety and health citations that it appeals.
More than 200 mine operators have challenged every single violation issued to them in the last six months.
"That's the exact opposite of what leads to a culture of safety," Rockefeller said.
Lawmakers and miners' representatives said that
MSHA and the industry have both fallen short in improving mine safety since a string of mining disasters.
The federal Mine Safety and Health Administration is warning West Virginia coal mines and others throughout the country to clean up their acts.
Massey Coal and other leading coal corporations have been notorious for ignoring and not paying citations.
