State School Superintendent Steve Paine says the state's teacher shortage issue is a "crisis."
Paine says he is disappointed the legislature failed to act on Governor Joe Manchin's proposal to help counties recruit teachers in critical need areas.
The governor's bill provided $20 million.
Neither of the teacher groups, the West Virginia Education Association nor the West Virginia Federation of Teachers, supported the bill.
Paine said last year "I think it's a crisis when you have 56 percent of your positions in chemistry filled by non-certified teachers."
Paine says the overall issue of teacher quality is an issue that needs the utmost attention.
He says he expects the issue to come up during the state School Board's April meeting.
