Union employees at two Dominion Resources subsidiaries are voting on a $49 million, six-year contract this week.
While Dominion is offering annual 3.5 percent raises, the union says insurance premiums would soar about 1000 percent.
Utility Workers Union of America Local 69-II President Charlie Rittenhouse says workers started voting Monday.
The union expects to count votes Friday.
The union has recommended rejecting the agreement, which would cover workers at Dominion Transmission and Dominion Hope.
Richmond, Va.-based Dominion has been trying to sell Dominion Hope, which has 115,000 West Virginia gas customers.
Dominion Transmission transports and stores natural gas in West Virginia, Pennsylvania, Ohio, New York, Maryland and Virginia.
