Fugitive Phillip Lee Sandy, age 45, was arrested Thursday night in Clay
County and is now in custody in the Central Regional Jail.
Sandy, a convicted sexual offender, was being sought by police on
several warrants, according to Cpl.. J.E. Skidmore of the West Virginia
State Police.
Among the charges facing Sandy include failure to notify police he had
moved from, or abandoned, his former Rosedale residence. It is unknown
whether he moved or fled from Braxton County.
He was also wanted for failure to appear and testify in a federal criminal
case.
Sandy was convicted in 1990 of the attempted rape of an adult female
in Virginia. He served approximately one year in jail for his crime.
No further details of the arrest or pending charges were available late
Thursday.
