Union workers at Ravenswood's Pechiney Rolled Products have rejected the company's contract offer by a 372-to-351 vote. The union is giving a 48-hour strike notice.
Governor Manchin has called for an emergency meeting Monday to try to avert a shutdown of the Ravenswood plant.
Negotiations between Pechiney and the union began in late April.
About a thousand people are employed at the plant, approximately 800 are members of the union.
The strike is mostly over what employees says are reduction in benefits.
