Dominion Hope, the Clarksburg-based subsidiary of Dominion Resources, is the state's second-largest gas company with about 114,000 thousand customers in 28 counties. They are asking the PSC for another rate increase. Dominion Hope wants to raise base rates by about $20 million dollars, or 13 percent. The Consumer Advocate Division of the Public Service Commission says that's the equivalent of a $21-per-month hike for average residential customers. Natural gas customers are already facing record high rates.
