A former Roane County Prosecuting Attorney has been arrested in Charleston for DUI
and possession of marijuana. Robin Welch is now a paralegal in Attorney General
Darrell McGraw's office.
Charleston Police also arrested Assistant Attorney General Paul Jeffrey Spence, after
the men reportedly had an evening on the town. Welch registered a blood alcohol
three times the legal limit.
A patrolman said Welch dropped a small box which contained a smoking device, the
residue testing positive for marijuana.
Welch was originally hired as an Assistant Attorney General, but was given the
paralegal position after his law license was annulled for mishandling a clients money.
He voluntarily agreed to be disbarred.
