A national study shows that West Virginia students are better prepared for college, but the state's
higher education system gets an "F" when it comes to affordability.
West Virginia was one of 36 states that got an "F" for affordability.
West Virginia received grades ranging from a C-plus to an F in different higher education categories
in "Measuring Up 2004: The National Report Card on Higher Education."
The reasons for the "F" include high tuition and fee costs at public institutions and the lack of financial
aid for low-income students, this despite the Promise Scholarships.
The nonprofit National Center for Public Policy and Education in California evaluated states on six
areas.
West Virginia's best score, a C-plus, came in preparation.
