COLLINS RELEASED, CASE DISMISSED FOR SEXUAL ABUSE - Morgan Says New Charges Will Be Filed

Russell Lee Collins, 45, of Rush Run has been released from Central Regional Jail. He had been charged with sexually abusing a five-year-old female in his household on March 11. Collins had been held in jail on $20,000 bond, facing 15-35 years with a fine up to $10,000.

Magistrate Teresa Robinson dismissed the charges on April 11th "without prejudice" after the complainant Trooper Doug Starcher was unable to be present at the hearing.

"The case was dismissed on a legal technicality, but it will be re-filed," according to Prosecutor Tony Morgan. "A new complaint and warrant will be sought."

Collins' wife, Bonnie, 43, was also arrested for obstructing an officer, after she refused to let officers serve a warrant on her husband.

The 5-year-old child, who was allegedly abused by Collins, was examined at a medical facility, and is currently in custody of her immediate family.
